Why no ban on MPs' second jobs?

commenting on Sir Christoper Kelly's report on the reform of MPs' allowances Paul Harrod said:
"On the whole his proposals are welcome, and they should be implemented without delay and without MPs seeking to water them down.
"However it is disappointing that there is to be no ban on MPs having outside employment.
"Being an MP is a full-time job, and it is wrong for some MPs to earn more than their salary through directorships and other paid consultancy work. It compromises their independence and means they are not devoting all their working hours to their constituents.
Paul Harrod has already published ten promises to the people of north west Bristol including a promise to be a full-time MP.
